Ignoring Prohibited Links

There are a number of footpaths within the colleges of Oxford University (UK) which aren't publically accessible. In OSM we did a test to set hese to be prohibited to both pedestrains and cyclists. However, the routing is still sending people through these paths. I was wondering if we have done something wrong in OSM or MapQuest ignores prohibited links for pedestrians.
